take the top off intelligence and what do we find? jagged fragments of lifetimes of learning ...
Attended a course yesterday and was interested to observe myself as a learner … the content was mostly a revision of learning, that had been accompanied by many worked examples, from 13 years back, applied to work 10 years back … luckily, reiterative learning leaves a strong imprint in the memory! As I felt comfortable with most of the content and confident with the expertise of the instructor, I had the luxury of being able to think round the teaching process. Our instructor put the learning in several layers of context, which offered individuals a choice of motivation. The immediate context was its relevance to professional activity, the broader context was that of current professional debate. Our rather western culturally based structuring of access to knowledge and materials ‘library style’, has been questioned before, but now must be close to a deluge of non-compliance from a newly collaborative, tagging, cloud-using public!
It’s usually the big picture and all the unexpected tangential happenings in life that keep me interested. I like to feel quickly competent learning and then tend ‘to graze around the edges’, amusing myself with distractions of the ‘new’ whilst others are methodically segmenting and extending their expertise … probably not alone here … Can the learner only progress reflectively once basic skills are secure? Or is reflective learning possible at all stages?

You are thinking through some interesting ideas. I don't know that there is one answer - you are probably going to have a range of options and possibilities.
